A Ukrainian mobility technology company, founded in Kyiv in 2007.
Who we are
ProMobility is a mobility technology company. We develop software, computer transport models and automated data processing systems that allow public authorities and private organisations to make data-driven, long-term decisions. By reproducing the transport network in a digital environment and computing scenarios before anything is built, the client can compare the options on cost and on capacity before development starts.
We work for city administrations, road authorities, national transport ministries, architectural and engineering practices, and prime consultants on programmes financed by international financial institutions. We use the same working method on every project and adapt our tools to the requirements of each city or region.
Track record
More than 300 projects since 2007, in Ukraine, Georgia, Uzbekistan, Armenia, Azerbaijan, Albania, Saudi Arabia, Germany, the Czech Republic and Slovakia. The company was founded in Kyiv in 2007 and traded as A+S Ukraine until October 2021, when its German co-founder left the shareholding and the company was renamed ProMobility. It is the same legal entity throughout, EDRPOU 35634432. ProMobility is Ukrainian-owned, it has no Russian or Belarusian shareholders, and its ultimate beneficial owner is on public record in the Ukrainian state register.
More than 60 reference letters from clients and donors are on file. We name a client only with their written agreement, which is why this site names none. For a specific bid we provide the references, the project sheets and the key expert CVs that the procedure asks for.
Working with us on a bid
We work as a subcontractor and as a consortium partner on programmes financed by international financial institutions. We provide key expert CVs in EU Annex IV, EBRD and GIZ formats, reference letters from clients and donors, and a company profile as a PDF you can download from this page. We sign a non-disclosure agreement before any material is exchanged.
Our quality management system is documented: written procedures for each type of deliverable, version control on models and code, and independent internal review before anything leaves the company. We do not hold an ISO 9001 certificate, and we say so rather than describe the system as compliant.
What you own after handover
The transfer model is agreed in the contract, and we work to one of three. Full transfer: the model, the scripts, the input data and the documentation become the client’s property. Licence to use: the client runs the model and we keep the underlying code. Hosted service: we operate the model and the client works with the results.
In the first two cases the client needs a valid licence of the modelling software to open the model. We do not resell that licence, and we say so before the contract is signed rather than after.
How we handle data
We process GPS traces, sensor records and operator data, and, where the client provides access, mobile network data. We work under the GDPR, sign a data processing agreement, and agree the anonymisation method and the retention period before any data is transferred. The contract states who is the controller and who is the processor, and where the data is stored.
Research
Our specialists publish peer-reviewed work on transport modelling and teach at Kyiv National University of Construction and Architecture (KNUBA). The methods we use on projects are the ones we write about and test in teaching.
